Dr.Mulligan is a board certified licensed Dermatologist devoted to the diagnosis and treatment of the skin. Dermatology is a medical subspecialty that focuses on conditions of the skin. A Dermatologist addresses the health and disease of skin, hair, nails, and mucosa, and are experts in the anatomy, function, surgery and pathology of the skin. She is uniquely trained in clinical medicine, tissue pathology and surgery pertaining to the skin.

You may be amazed to learn that nearly your entire body is covered with hair. But, most of the hair is not generally visible to the naked eye, because it is pale and fine. However, when you notice coarse, dark hair on your face, neck, abdomen, back, legs, underarms, or any other places that may make you feel uncomfortable; laser hair removal may be the best option for you. At Westshore Dermatology, we utilize the LightSheer diode laser to effectively remove unwanted hair. This state-of-the-art system is available for men and women. Unwanted body hair is removed faster, and more comfortably than any other method of hair removal.
How does LightSheer work?
Lasers transmit a beam of highly concentrated light. LightSheer emits light that is well absorbed by the pigment in hair follicles. During treatment, the laser pulses for a fraction of a second to heat up the hair, which significantly impedes the follicle's capability of re-growing hair. Using LightSheer, we can treat numerous hair follicles at the same time, which makes the system most appropriate for treating large areas of the body quickly and effectively.
Another important part of treatment is the cooling of the skin. Using a special contact-cooling hand piece, Dr. Mulligan can successfully treat the most sensitive areas of the skin. The hand piece cools and protects the upper layer of the skin, before, during and after each pulse is delivered to the hair root.
Botox is a safe and effective medication used to eliminate facial wrinkles and frown lines. Botox can brighten up your attitude and outlook, remove the wrinkles of time or make small improvements to an otherwise perfect face. The treatment lasts on average 3-5 months and can be reapplied on a customized schedule.
Dysport temporarily improves moderate to severe frown lines. It has been successfully used to treat patients between the ages of 18 and 65. Dysport is safely injected into each of the 5 points between and over the eyebrows. It stimulates a reduction in muscle activity in the area; thus temporarily preventing contraction of the muscles that cause frown lines to form. The procedure typically takes 10 to 20 minutes, and there is little to no downtime.
SilkPeel Dermalinfusion is a non-invasive method for rejuvenating the skin. This painless, soothing treatment goes beyond microdermabrasion to deliver optimal, lasting results. Microneedling is a procedure that promotes skin regeneration and rejuvenation. This is accomplished by activating the skin’s natural ability to repair itself when injured. During microneedling, several fine needles are used to make precise micro-injuries to the skin. This triggers the wound healing cascade, which ultimately leads to new collagen and elastin synthesis. Prior to microneedling, your provider will assess your skin, medications, and health history to determine if you are a suitable candidate for the procedure. The provider will also discuss particular skin issues you would like to address.
Chemical peels are one of the oldest cosmetic procedures performed in the world. There are various types of chemical peels that can aid in skin rejuvenation. Chemical peels remove a layer of skin with a chemical preparation, allowing the skin to grow back smoother than before and with reduced imperfections, leaving you with a younger, fresher appearance.
At Westshore Dermatology, we offer glycolic and salicylic acid chemical peels. These light chemical peels are used to improve dry skin and uneven pigmentation. They can also be used to help improve the effects of sun-damage and help to control acne. Multiple treatments may be necessary to achieve the desired results.
Blomdahl® ear piercing is a safer method of piercing ears. The system features a sterile, disposable cassette for a single piercing, thus preventing the risk of infection. At Westshore Dermatology, patients can chose between a medical plastic gold or silver earring, which is nickel free and a gold or silver titanium earring, made of medical grade quality. Blomdahl ear piercing is suitable for children and adults.
Electrolysis is a method for permanently removing unwanted facial or body hair. Modern electrolysis devices destroy the growth center of the hair using heat or chemical energy. During the procedure, a very fine probe is inserted into the hair follicle. Individual hairs are then removed using tweezers. The total number of sessions required to achieve optimal results differs from person to person. Each session lasts between 15 minutes to an hour. Discomfort is minimal. Most patients experience a tingling sensation. A topical anesthetic may be applied prior to treatment. Electrolysis can successfully remove hair from most areas of the body, including the face, breasts, legs, thighs, abdomen and eyebrows.

ADr. Mulligan was born in Cleveland, Ohio and raised in Rocky River, Ohio. She is a fourth generation physician from both her father's and mother's side of her family. She is the daughter of Drs. James E. Mulligan (who practiced internal medicine) and Paula B. Mulligan (who practiced pediatric medicine) in Cleveland's western suburbs for over 50 years.
She graduated from Hathaway Brown High School, earned her Bachelor of Science in Biology from Case Western Reserve University and her Doctorate from Case Western Reserve Medical School. She completed a one-year residency in internal medicine at MetroHealth Medical Center. She completed a three-year residency in Dermatology at Case Western Reserve University, including serving as Chief Resident for a year.
Dr. Mulligan is Board Certified by the American Board of Dermatology. She is a member of the American Academy of Dermatology, American Society for Dermatologic Surgery, Society of Pediatric Dermatology, American Contact Dermatitis Society, Cleveland Dermatological Society, the Ohio Dermatological Association and the Ohio State Medical Association.
Jo Ann Kroft Neiman has been a registered nurse for over 35 years. She received her Registered Nursing Diploma from Cleveland's Metro General Nursing School. Prior to joining Westshore Dermatology, Jo Ann served as a registered nurse at the Cleveland Clinic Foundation and Metro General Hospital where she cared for a wide variety of patients in the areas of general pediatrics, burn unit, pediatric comprehensive care, the newborn intensive care unit, the acute pediatric care unit, the pediatric neurosurgical unit, and the adolescent care unit. She has also served as a lactation consultant. Jo Ann is certified to treat patients using our Lumenis Duet Light Sheer hair removal laser and our Envy SilkPeel Dermal Infusion system. She is a member of the Dermatology Nurses' Association and participates in ongoing training and education in the area of dermatology and skin care. She has attended continuing education at Cleveland State University.
Denise Dubis has been a licensed practical nurse for over 31 years. She received her Medical Assistant Associate Degree at Luzerne County Community College in Nanticoke, Pennsylvania and her Practical Nursing Diploma from Wilkes Barre Area School of Practical Nursing in Wilkes Barre, Pennsylvania. Prior to joining Westshore Dermatology, Denise cared for patients in both hospitals and private physician practices where she cared for patients in the areas of obstetrics, gynecology, infertility, and the progressive care stroke unit. She also served as the charge nurse for a 60 bed nursing facility. Denise is certified to treat patients using our Envy SilkPeel Dermal Infusion system. She is a member of the Dermatology Nurses' Association.
Carolyn Andersen has been a medical assistant for over 11 years. She received her Medical Assistant certificate at Sanford Brown College. Prior to joining Westshore Dermatology, Carolyn worked as a medical assistant, which included caring for patients in private medical offices in the areas of diabetes and endocrinology She also served as a phlebotomist in medical laboratories.
Cindy Goliat serves as our lead receptionist. She is a graduate of Notre Dame Academy. Prior to joining Westshore Dermatology, Cindy served for 15 years as the office manager for a dental practice, where she also served patients as a dental assistant, receptionist, and billing coordinator. Prior to service in the medical and dental fields, Cindy worked in banking for 15 years.
Ann Salem has 20 years of experience in the medical billing field. She is a Certified Medical Coder (CMC). Prior to joining Westshore Dermatology she worked for Metro Health Center and the Cleveland Clinic where she handled a wide array of medical billing matters. She will make sure that all of your billing needs will be met effectively and professionally. Our goal is to provide out patients with exceptional dermatology care. It is important that you have a clear understanding of our policies.
We will file insurance claims as a courtesy for any non-cosmetic services we provide. Please provide our office with your current medical insurance card and information. Please also remember that your insurance contract is between you, your employer and the insurance company. Therefore, it is your responsibility to know your insurance coverage and which services are covered in your contract. Westshore Dermatology cannot guarantee payment of your claim. If your insurance does not pay, you will be responsible for your financial obligation to Dr. Mulligan and Westshore Dermatology.
You are responsible for insurance deductibles and co-payments at the time services are rendered. Please confirm with your insurance company the amount of your co-pay. Full payment of services is due at the time services are rendered if we do not participate with your insurance company or if you do not have insurance coverage. We accept cash, personal checks, and money orders, as well as Visa, MasterCard, and Discover. A $25.00 service fee will be charged for any personal check that is returned for insufficient funds.
If there is a balance on your account after your insurance has paid, you will receive a bill from us within 15 days. After 60 days, if your account is past due, it will be sent to in-office collections for review. If it is still past due after 90 days, it will be referred to an outside collection agency. In the event that you do not pay the balance, collection and attorney fees could be added to the balance of the account. You will not be allowed to schedule any appointment until payment arrangements are made on the account. Because we are extending a credit to our patients with insurance, we require a social security number from our patients, or their responsible party. If you do not wish to provide your social security number, you will need to make payment in full for services rendered.
We require 24-hours notice in cancelling an appointment. For missed or late-cancelled appointments, we reserve the right to charge a fee. For patients who have missed or late-cancelled three or more appointments, Westshore Dermatology reserves the right to dismiss that patient.
Because cosmetic procedures are not covered under medical insurance, you are responsible for the full cost of any cosmetic procedure.
